This article shows the structure of the One World Government. The One World Government has three branches of government. These three branches of government are Legislative, Judicial and Executive.

1. Three Branches of Government

A) LEGISLATIVE
The first attempt at a world legislative body was the League of Nations. After World War I, it was created from 1919 to 1946. The headquarters were in Geneva, Switzerland. The plan was each country who joined the League of Nations promised not to make war on any other nation that was a member. Although sixty countries joined the League of Nations, the United States did not and it was dissolved when the United Nations was formed after World War II. After World War II, President Franklin Roosevelt and other world leaders help to establish the United Nations or UN. There are 191 nations in the United Nations today. The United Nations world legislative body has great influence on the leaders of the world and their governments. I will show you examples in three areas. These are the increase in immorality, disarmament and a new global ethic.

Increase In Immorality
At the head of World Government is satan or the devil but he is using the United Nations to promote immorality all over the world. The United Nations is promoting a five gender policy. In an article titled "Radical Feminist UN Agenda"(Note 1) about the United Nations Fourth World Conference on Women in Beijing, China, September 4, 1995 states "Unable to market their spurious agenda at home, the extremist anti-womanhood "gender" Feminists have been busy planning to peddle their wares abroad. Though not yet in final form, the conference's 121-page draft Platform for Action, allegedly concerned with "women's rights" - as if these are somehow different from universal human rights - is clear enough. The United States is being invited to endorse -- and pay for - what amounts to UN implementation of a global policy regarding the United States' and every other member country's domestic affairs.....Not spelled out in the Platform for Action itself, but much talked about behind the scenes, is the notion that the world must come to understand an "equality" of "five genders" as this nation's and others' ideal. The "Five genders" comprise female heterosexuals, male heterosexuals, female homosexuals, male homosexuals - and trans/bisexuals. The "equality" involved is an identity of legitimacy regarding normative sexual behavior - why the document refers almost exclusively to "gender" rather then "sex." One clear implication is that our common understanding of marriage and the particular legitimacy accorded to children born in marriage is to be overturned by radical Feminist moral dictate. One can well imagine the nature of "cultural exchanges" with other countries under this rubric. The United States should have nothing whatsoever to do with it." In our nation and the nations all over the world we are seeing a promoting of these abominable lifestyles. We have seen a push for years of sodomites promoting marrying with each other but with the recent decision from the Supreme Court on the Texas sodomy case in June 2003 (which was illegal and a violation of the states rights) this has opened the flood gates for more immoral laws being created by the states in the United States. Here are some recent laws being passed in the state of California. In an article titled "Critics slam Davis over 'cross-dresser' law", subtitled "Bill governor signed forces hiring of transgendered individuals"(Note 2) it states "California Gov. Gray Davis added fuel to his opponents' recall fire by signing a controversial bill that authorizes fines of up to $150,000 for companies or nonprofit groups, such as the Boy Scouts, that discriminate against cross-dressers, transsexuals or drag queens.....The law, which will take effect Jan. 1, 2004, adds 'gender identity or expression' to the characteristics protected under California's Fair Employment and Housing Act and specifically protects residents whose 'perceived gender characteristics are different from those traditionally associated with the individual's sex at birth.'..... The new law, which provides an exemption for religious groups, makes California the fourth state to bar discrimination on the basis of "perceived gender," behind New Mexico, Rhode Island and Minnesota." In another article titled "California Senate OKs 'virtual gay marriage', subtitled "Davis has promised to sign bill granting rights to domestic partners"(Note 3) it states "A bill that would grant nearly all of the rights and responsibilities of marriage to same-sex couples in California is another step closer to Gov. Gray Davis's desk for signature.......'This bill not only provides additional rights for domestic partners, it also imposes significant new obligations such as shared responsibility for debts and financial support for children,' he said.....Davis already has on his desk a bill for signature requiring foster parents to support any sexual behaviors of children placed under their care. AB 458 says the parents have "a legal responsibility" to support "gender identity" ­ meaning transsexuality and cross-dressing ­ and bisexual and homosexual behavior by foster children in their own homes." Also, in a recent article in New York City titled "School's 'Out'"(Note 4) it states "The city is opening a full-fledged high school for gay, lesbian, bisexual and transgender students - the first of its kind in the nation, The Post has learned. Operating for two decades as a small alternative program with just two classrooms, the new Harvey Milk HS officially opens as a stand-alone public school with 100 students in September.....The Hetrick-Martin Institute - the gay-rights youth-advocacy group that manages and helps finance the school in conjunction with the Department of Education - has hired the school's first principal....'This school will be a model for the country and possibly the world,' Principal William Salzman said in an interview at the facility that will boast a new science lab, 60 laptop and desktop computers donated by IBM, additional classrooms and a new cafeteria."..... Salzman said Harvey Milk will be an academically rigorous school that follows Schools Chancellor Joel Klein's mandatory English and math programs. It will also specialize in computer technology, arts and a culinary program." We are seeing this in other nations around the world. In a recent article titled "Dutch gays launch marriage manual"(Note 5) it states "The 60-page guide is aimed at gay rights activists around the world and explains how the Netherlands became the first country in the world to legalise gay marriages. It offers advice to gays abroad campaigning for the right to same-sex marriages. The guide calls on gays to challenge discriminatory laws and fight for equal rights through the courts...... The Mayor of Amsterdam, Job Cohen, performed the first same-sex wedding in the country. He said the Netherlands took an important step - making it possible for other countries to consider opening up marriage to gays...... Latest figures show more than 4,000 Dutch gay couples had chosen to tie the knot in a civil marriage by 2002. The Netherlands legalised same-sex marriages in 2001. Since then, Belgium and two provinces in Canada have allowed gays to legally marry. Other countries - such as France, Germany and Argentina - allow homosexual couples to register their partnerships." The Word of God tells us in Leviticus and Romans that this is an abomination. In Leviticus 18:22 it says "22 Thou shalt not lie with mankind, as with womankind: it is abomination." Also, in Romans 1:26-28, 31-32 it says " 26 For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature: 27 And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompence of their error which was meet. 28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;...31 Without understanding, covenantbreakers, without natural affection, implacable, unmerciful: 32 Who knowing the judgment of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them." We must pray that some of these people can be delivered and saved and filled with the Holy Ghost and lead other out of this abominable lifestyle.

Disarmament
We are seeing a complete disarmament all over the world through the United Nations policies. The United States has been disarming itself since the time of President John F. Kennedy. The document titled "FREEDOM FROM WAR", subtitled "THE UNITED STATES PROGRAM FOR GENERAL AND COMPLETE DISARMAMENT IN A PEACEFUL WORLD ,DEPARTMENT OF STATE, DEPARTMENT OF STATE PUBLICATION 7277, Disarmament Series 5,
Released September 1961, Office of Public Services, BUREAU OF PUBLIC AFFAIRS"(Note 6) states "The revolutionary development of modern weapons within a world divided by serious ideological differences has produced a crisis in human history. In order to overcome the danger of nuclear war now confronting mankind, the United States has introduced at the Sixteenth General Assembly of the United Nations a Program for General and Complete Disarmament in a Peaceful World. This new program provides for the progressive reduction of the war-making capabilities of nations and the simultaneous strengthening of international institutions to settle disputes and maintain the peace. It sets forth a series of comprehensive measures which can and should be taken in order to bring about a world in which there will be freedom from war and security for all states. It is based on three principles deemed essential to the achievement of practical progress in the disarmament field: First, there must be immediate disarmament action: A strenuous and uninterrupted effort must be made toward the goal of general and complete disarmament; at the same time, it is important that specific measures be put into effect as soon as possible. Second, all disarmament obligations must be subject to effective international controls: The control organization must have the manpower, facilities, and effectiveness to assure that limitations or reductions take place as agreed. It must also be able to certify to all states that retained forces and armaments do not exceed those permitted at any stage of the disarmament process. Third, adequate peace-keeping machinery must be established: There is an inseparable relationship between the scaling down of national armaments on the one hand and the building up of international peace-keeping machinery and institutions on the other. Nations are unlikely to shed their means of self-protection in the absence of alternative ways to safeguard their legitimate interests. This can only be achieved through the progressive strengthening of international institutions under the United Nations and by creating a United Nations Peace Force to enforce the peace as the disarmament process proceeds." To see the complete document, visit the web site at reference note 6. We see that this policy is being used today by President George W. Bush and has been used since as far back as 1968. The United Nations has created the "Department for Disarmament Affairs" to disarm the nations of the world. Here is a portion of their "Vision Statement" (Note 7) which states "Our department seeks to promote global norms of disarmament:
* Global norms for disarmament are vital to the sustainable development, quality of life, and ultimately the survival of this planet. The need for such norms arises directly from the legacy of the last century of wars and preparations for wars. The costs of such conflicts have been extraordinary and have included the loss of untold millions of innocent civilians. Weapons of mass destruction, along with excess stocks and illicit transfers of conventional arms, jeopardize international peace and security and other goals of the Charter.

* We believe that the potential effects from the use of weapons of mass destruction - especially nuclear weapons - demand their elimination. We believe that the very possession of such weapons necessarily entails risks of use. We shall work therefore to assist the UN, its Member States, and civil society in efforts to eliminate such arms.

* We acknowledge that disarmament alone will not produce world peace. Yet we also maintain that the elimination of weapons of mass destruction, illicit arms trafficking, and burgeoning weapons stockpiles would advance both peace and development goals. It would accomplish this by reducing the effects of wars, eliminating some key incentives to new conflicts, and liberating resources to improve the lives of all the peoples of the United Nations and the natural environment in which they live." This web site has section titled "MONITORING, DATABASE & INFORMATION BRANCH", subtitled "Register of Conventional Arms and standardized reporting of military expenditures"(Note 8) which states "To enhance the level of transparency in arms transfers, thus contributing to confidence-building and security among States, the General Assembly agreed in 1992 to establish the United Nations Register of Conventional Arms. The arrangement allows for Governments to provide information on a voluntary basis on their transfers to other States of major weapons systems: 1. Battle tanks; 2. Armoured combat vehicles; 3. Large-calibre artillery systems; 4. Combat aircraft; 5. Attack helicopters; 6. Warships; 7. Missiles and missile launchers. Such data are compiled and published annually by the United Nations as official documents, available to the general public including through the United Nations web site (2001 Information booklet) . Differing views are held by Member States on further development of the Register: some advocate the inclusion of weapons of mass destruction, or small arms, or additional information on procurement through national production and military holdings. Regional or sub-regional registers especially of small arms have also been proposed.  Register of Conventional Arms". We see the United Nations has not only a small arms database but a database of key military information of many countries. When many of the nations are disarmed and the world has a new leader, the antichrist, he will have power over the whole world. In Revelation 13:4 it says
" And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him?"

New Global Ethic
The third area that the United Nations legislative body is influencing the world in is through a new global ethic called the earth charter. From their web site at www.earthcharter.org, section titled "What is the Earth Charter?"(Note 9) it states "The Earth Charter is an authoritative synthesis of values, principles, and aspirations that are widely shared by growing numbers of men and women in all regions of the world. The principles of the Earth Charter reflect extensive international consultations conducted over a period of many years. These principles are also based upon contemporary science, international law, and the insights of philosophy and religion. Successive drafts of the Earth Charter were circulated around the world for comments and debate by nongovernmental organizations, community groups, professional societies, and international experts in many fields." The real goal is stated clearly in an interview with Maurice Strong. Mr. Strong is Chairman of the Earth Council and Co-Chair of the Earth Charter Commission. In an interview conducted March 5, 1998, titled "Maurice Strong on a "People's Earth Charter"(Note 10) he says "But, let us be very clear, the UN action is not going to be the only goal. The real goal of the Earth Charter is that it will in fact become like the Ten Commandments, like the Universal Declaration of Human Rights. It will become a symbol of the aspirations and the commitments of people everywhere. And, that is where the political influence, where the long-term results of the Earth Charter will really come." The goal of the United Nations is to replace the Ten Commandments with the earth charter. Satan hates God's laws and we are seeing the attack on the Ten Commandments in our own country. They have put this earth charter in an ark of hope which is total blasphemy and is a counterfeit to when God told Moses to make an ark of the covenant and put the book of the law in it. This earth charter is pagan worship of the earth and is demonic at it's roots. Paul shows it clearly about the people who worship the creatures in Romans 1:18-25 where it says "18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness; 19 Because that which may be known of God is manifest in them; for God hath shewed it unto them. 20 For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse: 21 Because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened. 22 Professing themselves to be wise, they became fools, 23 And changed the glory of the uncorruptible God into an image made like to corruptible man, and to birds, and fourfooted beasts, and creeping things. 24 Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonour their own bodies between themselves: 25 Who changed the truth of God into a lie, and worshipped and served the creature more than the Creator, who is blessed for ever. Amen."

B) JUDICIAL
The second branch of The One World Government is the Judicial branch called the International Criminal Court or ICC. Here is some historical information from their web site at www.icc-cpi.int/php/show.php?id=history which states "The International Criminal Court (ICC) was established by the Rome Statute of the International Criminal Court on 17 July 1998, when 120 States participating in the 'United Nations Diplomatic Conference of Plenipotentiaries on the Establishment of an International Criminal Court' adopted the Statute. This is the first ever permanent, treaty based, international criminal court established to promote the rule of law and ensure that the gravest international crimes do not go unpunished. The Statute sets out the Court's jurisdiction, structure and functions and it provides for its entry into force 60 days after 60 States have ratified or acceded to it. The 60th instrument of ratification was deposited with the Secretary General on 11 April 2002, when 10 countries simultaneously deposited their instruments of ratification. Accordingly, the Statute entered into force on 1 July 2002. Anyone who commits any of the crimes under the Statute after this date will be liable for prosecution by the Court." In a recent article titled "Shredding the Constitution", subtitled "The case against the International Criminal Court"(Note 11) says "Next Monday the International Criminal Court officially comes to life. The required 60 nations have ratified it--although the U.S. has not--so in September the member nations will meet to set rules for selecting judges and its prosecutor. By January the ICC may begin prosecuting international crimes if the relevant nation's own courts are unable or unwilling to do so and a member state or the U.N. Security Council refers a matter to it, or if the prosecutor decides on his own that something should be done. The court is authorized to investigate and prosecute four crimes committed by individuals (not nations) at any time after July 1: genocide, crimes against humanity, war crimes and "aggression," which has yet to be defined. The ICC defines genocide as killing or "causing serious bodily or mental harm . . . committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group." Crimes against humanity include the intentional "extermination of civilians, torture, rape," and "persecution on political, racial, national, ethnic, cultural, religious or gender grounds . . . when they are committed as part of a widespread or systematic attack directed against a civilian population." War crimes focus on attacks against civilians, for which military personnel, their commanders and superior elected officials shall be criminally responsible. Prosecutions are permitted for attacks that cause "incidental loss of life to civilians . . . or widespread, long-term and severe damage to the natural environment."........Another serious issue is the impact the ICC would have on America's constitutional democracy. The ICC is modeled on the Continental European system of justice, which, unlike the Anglo-American system, values strong central authority rather than individual rights. Our Constitution carefully defines the rights of citizens and limits government, dividing power among the legislative, executive and judicial branches. But none of these protections will apply in ICC prosecutions. There is no due process guarantee, no First Amendment, and no trial by jury." We see from this article that with the ICC that has no accountability and a country with no sovereignty a One World Government could be implemented under this unlawful justice system.

C) EXECUTIVE
The third branch of the One World Government is the executive branch. The word of God tells us that the antichrist will come from the Revived Roman Empire or European Union. We showed from a previous newsletter titled "The Revived Roman Empire" dated May/ June 2001 that this empire will be the final kingdom and would bring in the antichrist. In this newsletter we showed three major aspects of the final kingdom which are one currency, one government and one leader. One currency started in January 1, 2002 and will continue to add nations to the European Union in the future. The one government has just completed the beginning of a new European Union constitution. The European Union has within this new constitution plans for an elected EU president. In an recent article titled "Ode to Joy heralds EU's final draft text"(Note 12) it states "The Convention on the Future of Europe ended its 17 months' work with a final flourish yesterday, adding a flag, anthem, motto, and official "Europe Day" to the European Union's draft constitution. Valery Giscard d'Estaing, the lordly master of the forum, bid a tearful farewell to the 105 "founding fathers" drawn from Euro-MPs and the parliaments of both west and east Europe...... The weighty text creates an elected European president, an EU foreign minister, and an EU justice department. It gives EU law primacy over that of member states and incorporates the Charter of Fundamental Rights as a legally binding text, giving the European Court power to decide on social and economic rights. It doubles the power of the European Parliament and vastly reduces the national veto."

In closing, in Revelation 17:12-13, 17 it says "12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
13 These have one mind, and shall give their power and strength unto the beast.....17 For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled."
